N’oublions pas Lodkham, Somphone et Soukane condamnés à des longues peines pour des critiques contre le gouvernement
Paris, 5 janvier, 2022. En ce début 2022, MM. Somphonne PHIMMASONE, Soukan CHAITHAD et Mme Lodkham THAMMAVONG ont passé près de 2000 jours en prison à purger de longues peines pour leurs critiques contre le gouvernement lao sur la
corruption, les déforestations et les violations des droits de l’homme.
MM. Somphonne PHIMMASONE, Soukan CHAITHAD et Mme Lodkham THAMMAVONG ont été arrêtés fin février 2016.
En mai 2016, le régime lao a exhibé MM. Somphonne PHIMMASONE, Soukan
CHAITHAD et Mme Lodkham à la télévision nationale de la RDP Lao où ils ont ‘’avoué’’ leur forfait contre la ‘’sécurité nationale ».
Le 22 mars 2017, MM. Somphonne PHIMMASONE, Soukan CHAITHAD et Mme
Lodkham, ont été condamnés respectivement à 20 ans, 16 ans et 12 ans de prison.
Le 25 août 2017, le Groupe de Travail des Nations Unies sur la Détention
Arbitraire (WGAD) a qualifié la détention de Mme Lodkham Thammavong, M.
Somphone Phimmasone et M. Soukan Chaithad d’arbitraire et demandé aux
autorités lao de les libérer immédiatement et sans condition.
Le gouvernement lao a invoqué les articles 56 ( »Trahison envers la nation »), 65 ( »Propagande contre la République Démocratique Populaire Lao »),et 72 (rassemblement visant à provoquer des troubles sociaux) du Code pénal de la RDP Lao, pour infliger ces peines, normes qui sont totalement incompatibles aux standards internationaux des droits humains.
Incarcérés d’abord dans la prison da Samkhé, province de Vientiane, M. Somphone PHIMMASONE et Mme Lodkham THAMMAVONG ont ensuite été transférés à la prison de Tan Piao, province de Vientiane lorsque la prison de Samkhé a été démolie pour être transformé en un terrain de golf. Quant à Soukan, il a été transféré à la prison de Savannakhet. Somhone PHIMMASONE et Lodkham THAMMAVONG sont souvent malades à cause de la malnutrition. Somphone PHIMMASONE a passé plusieurs séjours à l’hôpital de la prison et les factures envoyées à sa famille. Lodkham est sujette à des œdèmes.
MM. Somphonne PHIMMASONE, Soukan CHAITHAD et Mme Lodkham THAMMAVONG n’ont pas eu droit à un avocat durant leur procès, ni bénéficié d’un procès juste et équitable.
Le Mouvement Lao pour les Droits de L’Homme (MLDH) réitère son appel aux autorités Lao à libérer immédiatement et sans condition ces trois personnes.
Nous appelons la France, l’Union Européenne et les organes des Nations Unies à utiliser toutes les voies et tous les moyens existants afin que la RDP Lao prenne des mesures tangibles pour mettre fin aux arrestations arbitraires, aux disparitions forcées et de cesser de porter atteinte à la liberté d’expression, d’association et de réunion.

ທ່ານສົມພອນ ພິມມະສອນ, ສຸກັນ ໃຈທັດ ແລະ ນາງຫຼອດຄຳ ທັມມະວົງ ຖືກຈັບຕົວເມື່ອທ້າຍເດືອນກຸມພາ 2016.
ເມື່ອເດືອນພຶສະພາ 2016, ທາງສະຖານີໂທຣະພາບແຫ່ງສປປລາວ ໄດ້ອອກອາກາດເຖິງທ່ານສົມພອນ ພິມມະສອນ, ສຸກັນ ໃຈທັດ ແລະ ນາງຫຼອດຄຳ ທັມມະວົງ ໃນຂະນະທີ່ທັງ3 “ຍອມຮັບສາຣະພາບ” ວ່າໄດ້ກໍ່ຄວາມວຸ້ນວາຍຕໍ່”ຄວາມປອດພັຍຂອງຊາດ”.
ຕົກມາເຖິງວັນທີ 22 ມີນາ 2017, ທັງ3 ຖືກຕັດສິນຈຳຄຸກ: ທ່ານສົມພອນ ພິມມະສອນ ເປັນເວລາ 20ປີ, ສຸກັນ ໃຈທັດ 16ປີ ແລະ ນາງຫຼອດຄຳ ທັມມະວົງ 12ປີ.
ໃນວັນທີ 25 ສິງຫາ 2017, ຄນະນັກຊ່ຽວຊານດ້ານການຈັບກຸມໂດຍບໍ່ມີການສືບສວນ ຂອງອົງການສະຫະປະຊາຊາດ ໄດ້ກ່າວວ່າ ການຈັບກຸມ ທ່ານສົມພອນ ພິມມະສອນ, ສຸກັນ ໃຈທັດ ແລະ ນາງຫຼອດຄຳ ທັມມະວົງ ແມ່ນການຈັບກຸມແບບບໍ່ມີການສືບສວນ ແລະສອບສວນ, ພ້ອມຍັງໄດ້ຮຽກທວງໃຫ້ທາງການສປປລາວ ປ່ອຍຕົວທັງ3 ຢ່າງຮີບດ່ວນ ແລະໂດຍບໍ່ມີເງື່ອນໃຂ.

Let’s not forget Lodkham, Somphone and Soukane serving long years prison for criticism of the government
Paris, 5 January, 2022. At the start of 2022, Messrs. Somphonne PHIMMASONE, Soukan CHAITHAD and Mrs. Lodkham THAMMAVONG have spent nearly 2,000 days in prison serving long sentences for their criticism of the Lao government on corruption, deforestation and human rights violations.
Messrs. Somphonne PHIMMASONE, Soukan CHAITHAD and Ms. Lodkham THAMMAVONG were arrested at the end of February 2016.
In May 2016, the Lao regime exhibited Messrs. Somphonne PHIMMASONE, Soukan CHAITHAD and Ms Lodkham on Lao PDR National Television where they « confessed » to their crimes against « national security ».
On March 22, 2017, Messrs. Somphonne PHIMMASONE, Soukan CHAITHAD and Mrs. Lodkham, were sentenced, respectively, to 20 years, 16 years and 12 years prison.
On August 25, 2017, the United Nations Working Group on Detention Arbitrary (WGAD) declared as arbitrary the detention of Ms.Lodkham Thammavong, Mr. Somphone Phimmasone and Mr. Soukan Chaithad and asked the Lao authorities to release them immediately and unconditionally.
The Lao government invoked Articles 56 ( » Treason against the nation »), article 65 ( » Propaganda against the Lao People’s Democratic Republic »), and article 72 (Gathering aimed at causing social unrest) of the Criminal Code of the Lao PDR, to impose these penalties, standards which are totally incompatible with international human rights standards.
Incarcerated first in the prison of Samkhé, province of Vientiane, Mr. Somphone PHIMMASONE and Ms. Lodkham THAMMAVONG were then transferred to the prison of TanPiao, province of Vientiane when the prison of Samkhé was demolished to be transformed into golf course. As for Mr Soukan CHAITHAD, he was transferred to Savannakhet prison. MrSomphone PHIMMASONE and Mrs Lodkham THAMMAVONG are often ill due to malnutrition. Mr Somphone PHIMMASONE had several stays in the prison hospital and the bills sent to his family. Lodkham is prone to edema.
Messrs. Somphonne PHIMMASONE, Soukan CHAITHAD and Mrs. Lodkham THAMMAVONG not have a lawyer nor did they to benefit from a fair and equitable trial.
The Lao Movement for Human Rights reiterates its call on the Lao authorities to immediately and unconditionally release these three people.
The Lao Movement for Human Rights calls on the France, the European Union and the United Nations bodies to use all avenues and means available so that the Lao PDR takes tangible measures to put an end to arbitrary arrests, enforced disappearances and to stop harming freedom of expression, association and assembly.
