Le Parlement Européen préoccupé par la situation des Droits de l'Homme au Laos
Le Parlement Européen a adopté, ce jeudi 16 janvier 2014 à Strasbourg, une résolution demandant au gouvernement de la République Démocratique Populaire Lao (RDPL) de « fournir des éclaircissements sur l'état d'avancement de l'enquête sur la situation de M. Sombath SOMPHONE, de répondre aux nombreuses questions en suspens autour de sa disparition et de solliciter et d'accepter l'aide d'experts étrangers en matière légiste et policière », estimant que « l'absence de réaction du gouvernement laotien fait peser des soupçons sur une implication éventuelle des autorités dans la disparition de M. Somphone ».
Soulignant que les disparitions forcées restent un « obstacle majeur pour l'adhésion du Laos au Conseil des Droits de l'Homme des Nations Unies », la résolution appelle le gouvernement lao à « ouvrir une enquête approfondie, impartiale et efficace sur toutes les allégations de disparitions forcées, de mettre un terme à la répression de l'exercice des droits civils et politiques, notamment la liberté d'expression, d'association et de réunion pacifique, de garantir le respect et la protection des droits de tous les militants des droits de l'homme, des minorités et des membres de la sociétés civiles, et de protéger le droit à la liberté de religion ou de conviction ».
La résolution votée ce jour invite les autorités laotiennes à « ratifier sans plus attendre la convention internationale pour la protection de toutes les personnes contre les disparitions forcées, qu'il a signée en 2008 », et presse les dirigeants de la RDPL à « promouvoir des réformes destinées à garantir le respects des droits fondamentaux » et leur rappelle qu'ils sont « astreints au respect d'obligations internationales au titre des traités sur les droits de l'homme » que le Laos a ratifiés.
Le Parlement Européen a également exprimé ses « préoccupations face aux expropriations et aux expulsions forcées, sans indemnisation des personnes concernées, et face à la corruption au Laos ».
Le Mouvement Lao pour les Droits de l'Homme (MLDH) salue cette décision des parlementaires européens, et les remercie pour ce soutien au peuple en quête d'espace démocratique, de justice sociale et de transparence dans la gouvernance au Laos.
Le Mouvement Lao pour les Droits de l'Homme déplore le lourd silence maintenu par la commission intergouvernementale de l'ASEAN des Droits de l'Homme (CIADH) sur les cas de violations des droits de l'Homme au Laos et dans la région.
Le MLDH se réjouit de cette résolution du Parlement Européen, et appelle la communauté internationale à agir avec fermeté, et à maintenir la pression, y compris économique, sur le régime lao, afin que le contenu de cette résolution soit mis en application sans délais.

The European Parliament
concerned about the human rights situation in Laos
The European Parliament adopted this Thursday 16 January 2014 in Strasbourg , a resolution calling on the Lao People's Democratic Republic ( LPDR ) to “ clarify the state of the investigation into the whereabouts of Sombath Somphone, to answer the many outstanding questions around Sombath's disappearance, and to seek and accept assistance from foreign forensic and law enforcement experts'' , considering that ‘'the lack of reaction by the Lao Government raises suspicions that the authorities could be involved in his abduction'' .
Stressing that ‘ 'enforced disappearances remain a major impediment for Laos joining the UN Human Rights Council'' , the resolution urges the Lao government to “undertake a thorough, impartial and effective investigation into all allegations of enforced disappearances, and to address the ongoing repression of civil and political rights, including freedom of expression, association and peaceful assembly in Laos and ensure respect and protect the rights of all human rights defenders, activists, minorities, and members of civil society and to protect the right of freedom of religion or belief'' .
The resolution “ calls on the Lao Government to ratify without further delay the International Convention for the Protection of all Persons from Enforced Disappearance signed back in 2008'' and asks ‘' the Laotian authorities to ensure the promotion of reforms that guarantee respect for fundamental human rights and reminds Laos about its international obligations under human rights treaties it has ratified''.
In this resolution, the European Parliament also ‘' expresses its concern about forced expropriations and evictions without compensation and corruption in Laos”.
The Lao Movement for Human Rights ( MLDH ) welcomes the decision of the European Parliament , and deeply thanks them for their support to people seeking democratic space , social justice and transparency in governance in Laos.
The Lao Movement for Human Rights deplores the continuous silence maintained by the Asean Inter-governmental Commission on Human Right (AICHR) regarding human rights violations in Laos and the region.
The Lao Movement for Human Rights is delighted by this request of the European Parliament, and invites the international community to act with firmness, and to maintain the pressure, including economic, on the Lao regime , so that the contents of this resolution are applied without delay.
